THE 21st City Council, in its regular session on Monday, presided over by Councilor Roger G. Abaday, enacted an ordinance renaming the vacant position “Instructor I” (Item No. 38/SG-12) to “Guidance Counselor II” (SG-12) in the Plantilla of the City College of Cagayan de Oro.
The ordinance provides that the minimum qualification standards for the Guidance Counselor II position include a master’s degree in Guidance Counseling and eligibility under RA 1080 (Guidance Counselor). No experience or training is required for the post.
The measure aims to enhance student support services at the City College by ensuring the presence of a qualified guidance counselor to address the academic, personal, and career development needs of students.

THE City Council has approved the increase of affiliation fee of students enrolled in medical courses undergoing training at the JR Borja General Hospital (JRBGH).
This, following the amendment by the Council during its regular session presided over by Presiding Officer Pro Tempore Councilor Roger G. Abaday, of Section 582 of City Ordinance No. 4373-1994, otherwise known as the Codified Ordinance.
The amendment effectively increased the 31-year old affiliation fee for students enrolled in medicine, nursing, medical technology, midwifery, pharmacy, radiology, and nutrition and dietetics to ₱50.00 per 8-hour of affiliation and training.
JRBGH Chief Dr. Michael Perez recommended the increase, citing how committed clinical staff work with assigned clinical instructors from JRBGH to offer students with supervision, training, and direction to ensure they complete the required clinical experience.
