Standing Committees

The Committee on Agriculture, Fisheries & Cultural Communities investigates and reports on all matters or proposed ordinances or resolutions related to agriculture, food production and agri-business, agricultural economic research, soil survey and conservation;

The Committee on Arbitration acts on complaints regarding disputes on boundaries among the barangays in the City as well as on all matters involving boundary disputes with adjacent municipality/ies and/or province/s.

The Committee on Barangay Affairs, investigates and reports on all matters involving the affairs of all the barangays in the city, review of the barangay budget, ordinances and resolutions and oversee the proper implementation and compliance of all national issuances

The Committee on Climate Change Adaptation and Mitigation and Disaster Risk Reduction have general jurisdiction over all matters pertaining to:

The Committee on Cooperative Development studies investigates and reports directly and principally relating to cooperative movements and organizations, financing assistance programs, incentives, and matters

The Committee on Economic Enterprises studies investigates and reports on all matters and measures relating to the establishment, maintenance, and operation of all income-generating entities

The Committee on Education studies, investigates, and reports on all matters and measures, including proposed ordinances or resolutions concerning education, the establishment, maintenance, and operation of schools

The Committe on Energy studies, investigates and reports on all matters and measures, including but not limited to proposed ordinances or resolutions, and to which shall be referred all proposed legislation, messages, petitions, memorials, and other matters relating to gas, electric, coal production, distribution, and utilization

The Committee on Environment studies, investigates and reports on all matters or proposed ordinances or resolutions dealing with sanitation, ecology, and natural resources;

The Committee on Ethics and Blue Ribbon studies investigates and reports to the City Council (Sangguniang Panlungsod), in aid of legislation, its findings and recommendations on cases involving graft and corruption, irregular or anomalous transactions, unethical or other immoral conduct

The Committee on Finance, Budget, and Appropriations studies, investigates and reports on all matters and measures, including but not limited to proposed ordinances or resolutions directing the payment of money

The Committee on Fisheries and Aquatic Resources studies, investigates and reports on all matters or proposed ordinances or resolutions related to fisheries and aquatic resource preservation and development of fishing grounds; and construction of fish ponds, corrals, oyster beds, and regulatory measures therefor.

The Committee on Games and Amusement studies, investigates, and reports all matters relating to games and amusement, such as but not limited to lotteries, jai-alai, horse racing, dog-racing, wrestling, cockfights/derbies.

The Committee on Health and Health Insurance studies, investigates, and reports on all matters concerning health and social health insurance, measures seeking the prevention and cure of diseases, and the implementation of universal social health insurance for indigents

The Committee on Labor & Employment studies, investigates, and reports on all matters involving the rights and duties of workers in their relations among themselves, their employers

The Committee on Laws and Rules prepares the rules of the body, study, device, and report better methods for the smooth conduct of the body’s proceedings.

The Committee on Planning, Research & Innovation and People’s Organization Accreditation studies, investigates, and reports on all matters and measures pertaining to city planning, zoning, land classification, land use and management, urban community development, development and advancement of science and technology; scientific and technological research

The Committee on Public Order & Safety studies, investigates, and reports on all matters and measures, including proposed ordinances or resolutions dealing with police matters

The Committee on Public Utilities, Energy and Transportation studies, investigates, and reports on all matters and measures including but not limited to proposed ordinances or resolutions

The Committee on Public Works studies, investigates, and reports to the body on all matters concerning public works and construction, or maintenance of roads, streets, canals, drainage systems, waterworks, buildings, equipment depots, and other matters of similar nature.

The Committee on Senior Citizens studies investigates and report on all matters relating to the proper care and welfare of senior citizens, the aged, and the disadvantaged persons. Formulate measures, policies, and programs for their benefit

The Committee on Sister City Relation studies, investigates and reports on all matters involving the promotion of the sisterhood or sister city relation program for the purpose of fostering national or international understanding and friendship through exchanges of people

The Committee on Social Services studies, investigates, and reports on all matters and measures having to do with social welfare administration and/or those pertaining to public service

The Committee on Sports and Youth Development studies, investigates, and reports on all matters and measures affecting the development and training of the youths for responsible leadership and civic consciousness, and promotion of various youth and sports programs of the city.

The Committee on Subdivision and Landed Estate studies, investigates, and reports on all matters and measures pertaining to city planning, subdivision, the layout of roads, streets, canals, electric and telephone lines, and related matters

The Committee on Tourism studies, investigates and reports on all matters involving the promotion of the arts and cultural affairs; the enhancement, promotion, and development of tourism and beautification; initiate, conducts, and promotes studies and/or research pertinent to facts and events

The Committee on Trade and Commerce studies, investigates, and reports on all matters relating to trade, internal commerce, and industry in general, protection of such commerce and industry against unlawful restraint and monopolies

The Committee on Urban & Rural Poor and Housing Development studies, investigates, and reports on all matters pertaining to the condition and status of the poor and underprivileged and promotes their conditions in resettlement areas by making available to them decent housing at affordable cost, basic services, and employment opportunities.

The Committee on Ways & Means studies, investigates, and reports on all matters and measures, including but not limited to the levy and collection of taxes, fees, and charges for services rendered by the City or any of its departments, branch or office; assessment or appraisal of real properties; donations, loans and other sources and forms of revenue.

The Committee on Women and Family Relations studies, investigates, and reports on all matters relating to the protection of women and family; measures to protect working women by providing safe and healthful working conditions, taking into account their maternal functions
