Rodriguez pushes for establishment of Cagayan de Oro CSO Academy

Councilor Jonjon Rodriguez, chairperson of the committee on planning, research, and innovation and people’s organization accreditation, is advancing his proposed ordinance establishing the Cagayan de Oro Civil Society Organizations Academy.


The proposed ordinance, titled “An Ordinance Establishing the Cagayan de Oro CSO Academy, Institutionalizing Capacity Development for Civil Society Organizations, and Appropriating Funds Therefor,” seeks to create a central learning and development hub for CSOs.

The academy is designed to build capacities in organizational management, good governance, project planning, financial accountability, and active civic participation, supported by dedicated funding to ensure the sustainability and continuity of training and capacity-building programs.


Rodriguez underscored that the measure directly responds to long-standing challenges faced by CSOs, including limited institutional capacity, technical expertise, and access to structured training, positioning the academy as a strategic platform to empower CSOs as stronger partners in governance and community development.


The meeting was graced by stakeholders representatives from various departments and sectors, who all shared inputs and technical recommendations to further refine the proposed measure. (JDO/SP)
