COUNCILOR Jonjon Rodriguez, chairman of the committee on consumer protection, welcomed the collaboration with Councilor George Goking, chairman of the Committee on Trade and Commerce, to formulate preventive measures to curb the sale of unsafe firecrackers and substandard Christmas lights as the holiday season approaches.


This came after the 9th Regular Session of the 21st City Council, presided over by Vice Mayor Bebot Rodriguez, where Councilor George Christopher Goking delivered a special report on the dangers posed by unregulated holiday products, especially with the onset of the “Ber” months.


Councilor Rodriguez emphasized that ensuring only safe and quality products reach the market is crucial in safeguarding public health and safety.Councilors Marlo Tabac and Roger Abaday likewise expressed their support, underscoring the importance of mandatory safety mark stickers along with stricter monitoring and inspection in the city. THE 21st City Council headed by Vice Mayor Bebot Rodriguez has expressed deep sympathy and condolences to the bereaved families of Atty. Abeto A. Salcedo, Jr. and Mr. Monico Capirig, who recently passed away.


Atty. Salcedo was a former city government consultant, while Mr. Capirig was a former Barangay Kagawad and Acting Punong Barangay of Bugo.

COUNCILOR Yevonna Yacine B. Emano, in her special report during the 9th regular session of the 21st City Council, called for the passage of a Centenarian Ordinance in Cagayan de Oro, describing it as a “legacy law” of the 21st City Council.


Emano pointed out that while centenarians already receive P100,000 under Republic Act 10868 or the Centenarians Act of 2016, expanded in 2024, and are supported by the local government, the city still lacks an ordinance that guarantees permanent budget allocation for the program.

“Wala tay ordinance nga nag-protect, nag-ensure na kada tuig nay budget for our centenarians. Any time, kung madesidiran, pwede siya mawala sa atong budget every calendar year,” she explained.


Her proposed ordinance seeks to institutionalize yearly funding for centenarian incentives, ensure proper coordination between the City Social Welfare and Development (CSWD), the Office for Senior Citizens Affairs (OSCA), and barangays, and extend recognition even to deceased centenarians through posthumous plaques of honor.


Emano emphasized both the legal and social significance of the measure. She cited the constitutional mandate to protect the elderly under the 1987 Constitution and other national mandates directing LGUs to honor the elderly.


“More importantly, this amplifies LGU support to national efforts. It ensures that centenarians in our city are properly recognized and not overlooked. It also encourages families and communities to continue cherishing our elderly, honoring the dignity and wisdom of those who came before us,” she further stressed.


Councilor Emano added that “the measure is a permanent reminder that Cagayanons who reach a century will always be treasured and honored by our city.”


The proposal was referred to the committees on senior citizens, social services, and finance, budget and appropriations for appropriate action. (JAO/SP)
