Councilor Jonjon Rodriguez supported proposed amendments to the city's ordinance regulating karaoke, videoke, and other sound-producing devices in business and entertainment establishments.
The discussion stemmed from the special report of Councilor Marlo Tabac, who cited increasing complaints involving excessive noise from karaoke and videoke operations, particularly during late-night hours.
He noted that Section 614 of Ordinance No. 4373-94, or the City's Noise Regulation Ordinance, no longer adequately addresses present-day concerns, especially in mixed residential and commercial areas.
Among the proposed amendments is the regulation of noise-producing devices from 10:00 p.m. to 5:00 a.m. in residential areas, except during duly authorized and permitted community celebrations or activities.
Citing his experience as a former Punong Barangay of Barangay Nazareth, Rodriguez supported the proposal, stressing the need to protect the welfare of residents and allowing businesses to continue operating responsibly.
Following the discussion, the proposed measure was referred to the committees on public order & safety, on barangay affairs, and on trade and commerce for further deliberation. (JDO/SP)
Councilor Jonjon Rodriguez attended the public hearing on the proposed Schedule of Market Values (SMV) for real properties, a key consultation conducted as part of the implementation of Republic Act No. 12001, or the Real Property Valuation and Assessment Reform Act (RPVARA).
During the session, the City Assessment Department presented the basis and methodology for updating the proposed SMVs, including the transition to the RPVARA's single valuation base, before local officials, barangay leaders, property owners, and other stakeholders.
Rodriguez emphasized the importance of public consultations to ensure that policies affecting property owners are transparent, fair, and shaped through meaningful community participation.
Also present was Barangay Nazareth Punong Barangay Atty. Regine Rodriguez, who stressed that the proposed market values should be fair, transparent, and reflective of actual market conditions.
She also raised concerns over the significant increase in the proposed market values for properties in Barangay Nazareth, citing the absence of major developments in the area that would justify such adjustments.
The public hearing marked another step in the city's ongoing consultation process, with stakeholder feedback continuing to be gathered before the proposed Schedule of Market Values is finalized and adopted. (JDO/SP)
