Councilor Moreno Y. Daba IV, education committee chair, sought for the inclusion of the Parents and Teachers Association (PTA) president as ex officio member of the Barangay Education Committee in every barangay.
During the City Council’s regular session, Councilor Daba presented Resolution No. 22, s. 2025, which was submitted by the Cagayan de Oro Division Federated Parents and Teachers Association (DFPTA).
The resolution, according to him, underscores the vital role of parents through the PTA in identifying and addressing the needs, concerns, and priorities of students and schools within the community.
“At present, there is no formal mechanism ensuring the participation of PTA presidents in the Barangay Education Committee,” he said.
“Institutionalizing their inclusion will strengthen coordination between schools, barangay governments, and the city, particularly in addressing matters such as educational facilities, student safety, and community-based learning programs,” Daba emphasized.
The councilor added that the initiative aims to institutionalize meaningful parent participation in local education governance, consistent with the city government’s continuing efforts to strengthen community involvement in education and to align with the RISE Development Agenda.
To ensure proper facilitation and appropriate legislative action, the matter was referred to his committee on education and on barangay affairs, chaired by Councilor Marlo Tabac, for further study and recommendation.
He likewise moved that the City Legal Office, Department of Education (DepEd)–Division of Cagayan de Oro, Division Federation of PTA Officers, and the Department of the Interior and Local Government (DILG) be invited to participate in the committee discussions to determine the legal framework, operational guidelines, and coordination mechanism for the proposed ordinance.
