SP enacts zoning ordinance to enforce CLUP 2024–2032

CAGAYAN de Oro now moves closer to achieving its vision of a balanced, inclusive, and future-ready urban environment as the 20th City Council enacted proposed ordinance 2025-818, approving the Integrated Zoning Regulations of the City of Cagayan de Oro, which provides for its administration and enforcement in support of the city’s newly adopted Comprehensive Land Use Plan (CLUP) for 2024–2032.

The ordinance, passed after the earlier adoption of the CLUP through a separate resolution, serves as a vital mechanism for implementing the land use strategies outlined in the plan, which aims to promote sustainable development, spatial efficiency, and climate-resilient urban growth.


City Mayor Rolando A. Uy earlier emphasized that the enactment of the Zoning Ordinance is a mandatory legal step for the ratification of the CLUP by the Department of Human Settlements and Urban Development (DHSUD) Central Office.


He underscored its importance in aligning local land use policies with national standards and securing approval from the DHSUD as the final phase of the CLUP institutionalization process.


The Integrated Zoning Regulations set forth the land use classifications, allowable uses, and development controls within the territorial jurisdiction of the city.


It also provides mechanisms for zoning administration and enforcement, including procedures for securing locational clearances, resolving zoning violations, and managing appeals and exceptions.

The legislation was certified urgent by Mayor Uy and unanimously approved by the City Council. (JAOclarit/SP)
