YOUTH-LED programs and initiatives in Barangays 12, 15, and 21 are set for implementation this year following the approval of their respective Sangguniang Kabataan (SK) annual budgets by the 20th City Council.

The approved budgets—₱360,713.00 for Barangay 12, ₱570,000.00 for Barangay 15, and ₱379,786.00 for Barangay 21—are sourced from each barangay’s 10% development fund, in accordance with Republic Act No. 10742, or the Sangguniang Kabataan Reform Act of 2015.
Each budget includes allocations for personal services and maintenance and other operating expenses (MOOE). Specifically, Barangay 12 appropriated ₱90,072.00 for personal services and ₱270,641.00 for MOOE, Barangay 15 allocated ₱142,496.00 and ₱427,504.00, respectively; while Barangay 21 earmarked ₱94,500.00 for personal services and ₱285,286.00 for MOOE.
The personal services allocation primarily covers honoraria for SK officials. Meanwhile, the MOOE will fund a wide range of expenditures, including travel, training, office supplies, fidelity bond premiums, membership dues and contributions to the SK Federation, and other operational costs. A significant portion is also designated for implementing youth development and empowerment programs in the areas of health, education, governance, active citizenship, environmental protection, social inclusion and equity, and peacebuilding and security.
The SK budgets were reviewed and favorably endorsed by the committee on sports and youth development, chaired by Councilor Kenneth John D. Sacala, and the committee on laws and rules, headed by Councilor Edgar S. Cabanlas.
