Moreno, Zonta Club, Sen Cayetano back livelihood support for CICLs at Balay Paglaum

IN a step towards empowering at-risk youth, City Councilor Imee Rose P. Moreno, has joined hands with the Zonta Club of Cagayan de Oro and Senator Pia Cayetano, Technical Education and Skills Development Authority, and Haven for Women to provide essential supplies and support for livelihood skills training to Children in Conflict with the Law (CICL) at Balay Paglaum in Macanhan, Barangay Carmen.


The collaborative initiative aims to foster rehabilitation and social reintegration by equipping young girls with valuable skills that can help them build a better future.


During the program, Councilor Moreno and other partners distributed baking materials and other supplies to participants and underwent skills training by cooking native kakanin such as kutchinta, pitchi-pitchi and sapin-sapin.

Balay Paglaum is a facility for CICL (specifically girls) in Northern Mindanao, providing temporary shelter, education, life, skills training, behavioral modification, and medical support.


It serves as a crucial rehabilitation and care center for young girls who have had legal issues, offering them a safe environment to develop and receive necessary support.


As a member of the City Council committee on social services, Councilor Moreno expressed her commitment to continuous support for programs that promote gender equality and youth development.


“We continue to bring hope, healing, and opportunities to those who need it most. Together, we empower lives and create pathways toward a brighter future,” she stressed. (JBD/SP)
