MOA with Klarexville XVIII Hillsview Homeowners’ Association okayed

THE City Council authorized Mayor Rolando A. Uy to sign a Memorandum of Agreement (MOA) with the Klarexville XVIII Hillsview Homeowners’ Association, Inc. and JQ International Construction, Inc. for the development and construction of a 15-story socialized residential condominium with 1,860 units in Barangay Lumbia under the 4PH program.

Under the MOA, the homeowners’ association (HOA) will work closely with the city government to assess the development site’s viability and suitability, certify the housing needs of informal settler families, and ensure the project's smooth implementation and completion.
Additionally, the HOA will be responsible for recommending a contractor or developer to the city for proper monitoring and compliance with government regulations.
The City Government, for its part, will provide technical and legal assistance to facilitate the project’s execution. It will also identify eligible borrowers who meet the qualifications set by the city and issue the necessary development, construction, and building permits for the project's implementation and completion.

Meanwhile, the developer will be responsible for conceptualizing, planning, and designing the project in consultation with the HOA.
It will oversee land development, construct the residential condominium with necessary amenities, and secure funding while ensuring compliance with the Department of Human Settlements and Urban Development (DHSUD) standards.
The ordinances were reviewed and endorsed by the committee on subdivision and landed estate and the committee on laws and rules, both chaired by Councilor Edgar S. Cabanlas. (JAOclarit/SP)
