This was pointed out by Councilor James K. Judith II in his special report during the regular session relative to his proposed amendment of the Traffic Code of Cagayan de Oro City to allow the operation of the three-wheeled vehicles or bao-bao.
According to Judith, a tricabs or bao-bao, classified as L5 or non-conventional (NCV) vehicles, is allowed to traverse along highways through a city ordinance and is restricted for private use only, pursuant to a Memorandum Circular of the Land Transportation Office (LTO).
As requested, the matter was referred to the Committee on Public Utilities, chaired by Councilor Romeo V. Calizo, for appropriate action.
