Goking backs IRR of RA 10591
COUNCILOR George S. Goking, chair of the City Council committee on trade & commerce said he is in favor of the policies and implementing rules of Republic Act No. 10591, an act providing for a comprehensive law on firearms and ammunition, particularly on carrying firearms outside residence or place of business.
It was learned that the permit to carry firearms outside residence or place of business shall be issued by the Chief, PNP, or his/her duly authorized representative to the licensed citizen allowing him/her to carry outside the residence or place of the business. Display of firearms is, however, prohibited. The firearms must always be concealed. Under the law, violation of the provision shall be subject to immediate revocation of the license to own and possess firearms and firearm registration.
“If possible, the issuance of a permit to carry to businessmen should not be too difficult considering that as part of the business world, they may need to protect their lives. But they should be well trained and always follow guidelines and implement rules,” Goking stressed.
He said a licensed sports shooter can apply for a Permit to Carry Firearms Outside Residence (PTCFOR) that will cover three firearms at one time inclusive of the allowed quantity of ammunition mentioned in the law.
