Further study on Masterson overpass construction pushed, task force sought

THE committee on public works, chaired by Councilor Al Legaspi Sr., discussed in its recent meeting how to best resolve the construction issues of the Masterson Avenue Overpass.


The matter was first brought to the plenary by Councilor Eric Salcedo who cited that its structures were reportedly erected right on one of the lanes of a six-lane road.


Because it would impede future road widening plans and entail traffic and safety concerns, the public utilities chair sought for the temporary suspension of the project.


In the meeting, Salcedo called on the Department of Public Works and Highways (DPWH) to clarify whether the project had undergone the necessary feasibility study prior to implementation.


Engr. Ana Lee Manzano, District Engineer of the DPWH 1st District Engineering Office, explained that the project had undergone an environmental impact assessment and secured the required permits from the Department of Environment and Natural Resources (DENR).


She added that the agency also coordinated with the Roads and Traffic Administration (RTA) and conducted a series of consultations and stakeholders’ meetings prior to the project implementation.


Addressing the concern regarding the relocation of a post, Engr. Manzano clarified that the DPWH has already sent a formal request to CEPALCO, the private lot owner, seeking a three-meter frontage allowance.


A representative from the company remains open for any dialogue and coordination so as to arrive at a mutually acceptable solution.


In response, Councilor Salcedo proposed the creation of a task force to be led by RTA Consultant Mr. Oscar Salcedo to facilitate the necessary negotiations and determine appropriate courses of action moving forward.


The President of the Federation of Uptown Village Homeowners Associations (FUVHOAS), Mr. Astrid Bana, also volunteered their organization’s participation, noting that their members are among those most affected by the ongoing infrastructure projects in the city’s uptown area.


The committee agreed to form the proposed task force and scheduled a follow-up meeting on February 26.


 In the meantime, construction of the overpass will remain temporarily suspended pending further review and appropriate action. (SPE/SP)
