Daba honors PDLs in graduation rites

Councilor Moreno Y. Daba IV, chair of the City Council committee on education, commended the Persons Deprived of Liberty (PDLs) who completed their educational programs and graduated last March 30, 2026.

Anchored on the theme, “Education Beyond Bars: Restoring Hope, Rebuilding Lives,” the ceremony celebrated the resilience and determination of the graduates in overcoming life’s challenges while in confinement.

In his message, Daba emphasized that education is a powerful instrument of transformation, reminding the graduates that their present circumstances do not define their future.

He honored the PDLs for their perseverance, discipline, and commitment to self-improvement despite the limitations of their environment.

“Your graduation is a testament that change is always possible. Education has given you a second chance, embrace it and let it guide you toward a better path,” Daba conveyed.

The councilor further highlighted the vital role of educational programs inside detention facilities, particularly those implemented through the partnership of the Department of Education (DepEd) and the Bureau of Jail Management and Penology (BJMP).

He noted that such initiatives contribute significantly to rehabilitation and reintegration by equipping PDLs with knowledge, values, and skills essential for productive citizenship.

Moreover, Daba reaffirmed the City Council’s support for inclusive and accessible education, stressing that learning opportunities must extend to all sectors of society, including those behind bars. (JAO/SP)
