Council backs conversion of Masterson Elem School into Integrated School

The 21st City Council, during its regular session Monday, presided over by Vice Mayor Bebot Rodriguez, supported the proposed conversion of Fr. William F. Masterson SJ Elementary School in Barangay Balulang into Fr. William F. Masterson SJ Integrated School.


The conversion aims to provide a seamless educational pathway for learners by offering both elementary and junior high school education within a single institution. The integrated school setup is expected to promote learner retention, ensure academic continuity, and support students' holistic development.


Prior to its approval in the plenary, the measure was endorsed at the committee level by the committee on laws and rules chaired by Councilor Edgar S. Cabanlas. During the committee deliberations, school principal Ms. Jinnefer D. Espina emphasized that the proposed conversion would significantly improve the quality and accessibility of education for students in the area.


Espina explained that many elementary school graduates encounter difficulties continuing their secondary education due to the distance to the nearest public high schools. She noted that establishing an integrated school would help address transportation challenges, reduce financial burdens on families, and minimize the risk of student dropouts.


Councilor Cabanlas expressed his support for the proposal, stressing the importance of providing learners with continuous and accessible education within their community. He said the measure would help bridge educational gaps and create greater opportunities for students to complete their basic education without leaving their localities.


Meanwhile, Councilor Marlo Tabac noted that the proposed conversion would also aid the city government identify priority areas for the construction of additional school buildings and educational facilities based on actual community needs.


At present, Cagayan de Oro City has seven integrated schools. Once implemented, the conversion of Fr. William F. Masterson, SJ Elementary School is expected to strengthen further the city’s efforts to expand access to quality basic education for all learners.


The ordinance was sponsored by the committees on education and laws and rules, chaired by Councilors Moreno Y. Daba IV and Edgar S. Cabanlas, respectively. (JAO & JDO/SP)
