City waste management under LGU responsibility - Moreno

COUNCILOR Imee Rose P. Moreno maintains her position that it is the local government unit (LGU) that is primarily responsible for garbage collection under Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000.
She made this contention in response to the special report of Councilor Eric Salcedo who proposed for the establishment of a Solid Waste Management Department to enhance the city's response to waste management concerns.

Moreno noted that the creation of a separate office is not an immediate priority, pointing out that other pressing matters should be given attention first.
“Ang paghangyo o pag-request na maghimo o magbuhat kita’g office, this should be tackled in the committee level. Pero ang akoa, there are more pertinent issues that should be talked about or handled as of now because ang paghimo sa opisina medyo taas ni naproseso kay you will require budget,” she said.
Moreno further emphasized that the city should instead concentrate its efforts on completing and submitting its ten-year solid waste management plan, which is required by law and due next year.
“As stated in RA 9003, what is mandated is a ten-year plan which is due by next year. So, ang focus unta would be on that, and also ang pag-convene sa Solid Waste Management Board, which has not convened for the past two or three years,” she added. (JAO/SP)
