City to ink MOA with CEM for college readiness test

The 21st City Council, during its regular session Monday, presided over by Vice Mayor Bebot Rodriguez, enacted an ordinance authorizing City Mayor Rolando A. Uy to enter into and sign a Memorandum of Agreement (MOA) with the Center for Educational Measurement, Inc. (CEM) for the administration of the Readiness Test for Colleges and Universities (RCTU).


Under the agreement, CEM will provide and administer the standardized assessment, ensure the security and confidentiality of test materials, process answer sheets, and generate accurate test results in coordination with the CDO City Scholarship Committee.


The city government, for its part, will recruit scholarship applicants, prepare the list of examinees, and provide the testing venue and other logistical requirements.


The RCTU will serve as a screening and selection tool for students applying to specific academic programs and for evaluating eligibility for scholarship programs and educational grants offered by the city government.


The initiative aims to promote a more objective, transparent, and merit-based scholarship selection process.


Through the partnership, the city government seeks to strengthen educational support services, expand opportunities for deserving students, and uphold its commitment to quality education by utilizing reliable assessment measures that foster academic excellence and informed career choices.


The legislation was certified urgent by City Mayor Rolando A. Uy and approved by the members of the City Council. (JAO/SP)
