COUNCILORS Roger G. Abaday and Edgar S. Cabanlas have been designated as first and second districts representatives, respectively, of the City Council to the People’s Law Enforcement Board (PLEB).

During its second regular session, presided over by City Vice Mayor Bebot Rodriguez, the legislative body elected Abaday and Cabanlas, two of the most senior councilors, who were also the Council’s the PLEB representatives during the 20th City Council.

Section 43 of R.A. 6975, otherwise known as the “Department of Interior and Local Government Act of 1990” and as amended by R.A. 8551, also known as the ‘Philippine National Police Reform and Reorganizational Act of 1998’, mandates the establishment of PLEB to be the main receiving unit for citizen’s complaint against officers and members of the police force of any local government unit.

PLEB is tasked to hear and resolve complaints filed by citizens against officers and members of the Philippine National Police for offenses that may warrant disciplinary sanctions such as withholding of privileges, restriction to specified limits, suspension of salary, demotion of rank, or dismissal from service.
