Cabanlas seeks creation of TWG to expedite proposed city elevated walkway project

COUNCILOR Edgar S. Cabanlas called for the immediate creation of a technical working group (TWG) to fast-track the planning and implementation of the proposed ₱570-million elevated walkway in Cagayan de Oro City.
Cabanlas directed the City Legal Office to prepare a draft executive order to be signed by Mayor Rolando Uy, formally constituting the TWG to ensure the timely completion of the project.
During the laws and rules committee meeting he presided, Cabanlas learned that the Department of Public Works and Highways DPWH) requested ₱100 million for inclusion in the 2026 national budget.
Engr. Jan Paulo Lisondra, district engineer of the DPWH 2nd District Office, explained that the national government is implementing a cash-based budgeting system, which requires big ticket projects to be implemented in phases.
According to Cabanlas, it will unfortunately delay the completion of the project. He further pointed out that if the DPWH shoulders the responsibility alone, completion could take longer.
“Dili kini mahuman kung dili kita magtinabangay,” he said, stressing the need for close collaboration between DPWH and the city government.
The representative from the City Planning and Development Office (CPDO) assured that the city will take charge of connecting sections of the walkway from Cogon to Limketkai, adopting DPWH standards with minor adjustments.
