NOW on his third and final term as a member of the City Council, Councilor Edgar S. Cabanlas has been reelected again as Chairperson of the Committee on Laws and Rules during the first regular session of the 21st City Council held on Monday, July 7, 2024, presided over by reelected Vice Mayor Bebot Rodriguez.

Councilor Cabanlas, a seasoned legislator and respected lawyer, continues to lead one of the most critical committees of the City Council. His reappointment reflects the Council's confidence in his leadership and legal expertise, especially in ensuring the integrity and efficiency of its legislative processes.
The Committee on Laws and Rules is tasked with the preparation and review of the Council’s internal rules, as well as the development of improved procedures for the smooth conduct of legislative sessions. It is responsible for preparing the agenda for each session and ensuring that members receive a copy at their usual place of residence at least twenty-four (24) hours before the scheduled meeting.
Additionally, the committee reviews the legal aspects of all proposed measures, including motions, resolutions, ordinances, and amendments to existing ordinances. It provides recommendations on all legislation being considered for enactment, ensuring that each measure complies with legal standards and serves the best interests of the city.
With his wealth of experience and firm grasp of legislative processes, Councilor Cabanlas is expected to continue playing a pivotal role in upholding the rule of law and advancing sound governance in the City Council.
