Bugo tarpaulin ordinance up for review after Legal Office flags key issues

The committee on barangay affairs, chaired by Councilor Marlo L. Tabac, is set to review Barangay Bugo Ordinance No. 004, Series of 2025, entitled “An Ordinance Regulating the Posting of Tarpaulins and Other Similar Materials within the Jurisdiction of Bugo and Providing Penalties Thereof.”
This follows the City Legal Office's submission of observations and recommendations after its thorough evaluation of the measure.
Among the points raised is the absence of a clear definition of the materials covered by the ordinance. While the measure seeks to regulate tarpaulins and similar items, Section 3 fails to specify what these “similar materials” are, aside from including the phrase “other durable materials” under the definition of tarpaulin.
The Legal Office also noted inconsistencies in the provisions defining “Designated Area.” Section 3 assigns the authority to identify such areas to the Barangay Council, while Section 4 appears to grant the same authority to the Barangay as an entity, two distinct bodies.
Moreover, both sections become redundant in light of Section 7, which already enumerates the designated areas determined by the Barangay.
The committee will to tackle these and other recommendations once it finalizes the schedule. (JAO/SP)
