The 21st City Council approved the ordinance mandating the creation of a separate account for each Barangay's Disaster Risk Reduction and Management (BDRRM) special trust fund in Cagayan de Oro City.

This ordinance aims that the unexpended balance of the Local Disaster Risk Reduction and Management Fund (LDRRMF) at the end of the fiscal year shall accrue to a special trust fund to be used exclusively for disaster risk reduction and management activities within five years.

The creation of separate bank accounts for each Barangay’s BDRRM Special Trust Fund will strengthen financial monitoring, ensure accountability, and promote transparent management of DRRM resources, consistent with national standards and policy issuances.

The said ordinance was enacted in accordance with Republic Act (RA) No. 10121, known as Philippine Disaster Risk Reduction and Management Act of 2010.

The legislation was sponsored by the City Council Committees on climate change adaptation and mitigation and disaster risk reduction and on laws and rules chaired by Councilors Paolo Nicolo Gaane and Edgar S. Cabanlas respectively. (RNQ/SP)
