Barangay 26 ordinance vs vandalism, littering up for review

THE City Council’s Committee on Barangay Affairs chaired by Councilor Marlo L. Tabac during its recent meeting reviewed the ordinance of Barangay 26 that seeks to curb littering, vandalism, and the unauthorized posting of advertisements in public spaces.


Barangay Ordinance No. 004-2024, series of 2024, imposes penalties on violators caught littering, improperly disposing of garbage, defacing property, or putting up posters within the jurisdiction of barangay 26 without permission.


The City Legal Office, however, advised the need to clearly enumerate and define each prohibited act in the said ordinance.

The CLO also cited the existing Ordinance Violation Receipt (OVR) system under City Ordinance No. 13671-2019, warning that retaining penalties in the barangay measure could result in overlapping sanctions or double penalties for the same offense.


The committee is expected to weigh in on the legal office’s recommendations as it moves toward making its own decision on the barangay’s proposal. (FDC/SP)
