IN its 126th regular session, the 20th City Council adopted a resolution Barangay Carmen Council’s Ordinance No. 001-2-2023 which seeks to impose stiffer penalties on trisikad drivers who violate existing local laws, as operative in its entirety.

Sponsored by Kagawad Bernel Taguic, the ordinance aims to enhance and regulate trisikad operations in the barangay by reinforcing compliance with provisions of City Ordinance No. 10551-2007. Despite the earlier penalties provided, violations continued to rise, and the issuance of Ordinance Violation Receipts (OVRs) was inefficient in deterring offenders, he further pointed out.
To address this, the amended ordinance introduces stricter enforcement mechanisms and harsher penalties, including impoundment of units in warranted cases.
The City Council resolution was sponsored by the committee on barangay affairs, chaired by Councilor Yan Lam S. Lim, and the Committee on Laws and Rules, chaired by Councilor Edgar S. Cabanlas.
