THE 21st City Council has officially declared July 12 of every year as South China Sea Arbitral Award Day in the city to raise public awareness on the significance of the 2016 arbitral ruling under the United National Convention on the Law of the Sea (UNCLOS).
Through a resolution, during the regular session presided over by Vice Mayor Bebot Rodriguez, the legislative body also urged all barangays to conduct appropriate week-long programs and activities leading up to July 12 to commemorate the anniversary of the historic arbitral award.
This is to promote public understanding of the ruling, its relevance to the international law, and the country’s maritime rights in the West Philippine Sea.
Barangays are encouraged to organize educational forums, information campaigns, flag-raising ceremonies, exhibits, lectures, and other activities that appropriately commemorate the occasion while promoting patriotism and responsible citizenship. (JBD/SP)
COUNCILOR Moreno Y. Daba IV, chair of the education committee, conveyed the City Government's steadfast commitment to supporting quality education and strengthening partnerships among schools, parents, and the local government, during the mass induction of the Homeroom Parents-Teachers Association (HrPTA), Grade-Level Parents-Teachers Association (GrPTA), and School Parents-Teachers Association (SPTA) officers of Bulua Central School on July 25, 2026.
Representing Mayor Rolando A. Uy, Daba emphasized that active parental involvement and collaborative leadership are essential in creating a nurturing learning environment where every child can thrive.
Councilor Daba encouraged the newly inducted officers to carry out their responsibilities faithfully, serve as partners of the school in promoting the welfare of learners, and work together in implementing programs and activities that will benefit the school community.

THE Committee on Agriculture, Fisheries and Aquatic Resources chaired by Councilor Juancho “Antuy” Pascual, is finalizing its deliberation on the proposed Comprehensive Fisheries Ordinance of the city.
The proposed ordinance seeks to establish a stronger legal framework for the protection, conservation, management, and sustainable utilization of Cagayan de Oro's coastal and fishery resources while safeguarding the welfare and livelihoods of local fisherfolk.
It also aims to promote responsible resource management and contribute to the city's long-term food security.
During the meeting, City Fisheries and Aquatic Resources Management Council (CFARMC) President Julito Casilac emphasized the urgency of passing the ordinance, saying it is essential to protect the city's municipal waters and the welfare of fisherfolk.
He added the measure will serve as the backbone for the effective implementation of policies
against illegal fishing.
Meanwhile, Engr. Bernie Daba, Acting Head of the Office of the City Agriculturist, explained that the ordinance is also necessary for the City Government to qualify for various programs and projects offered by the Bureau of Fisheries and Aquatic Resources (BFAR).
He noted that the enactment of the ordinance is among the documentary requirements for accessing these assistance programs.
Pascual assured stakeholders that they remain committed to passing a comprehensive and effective measure.
He explained that the proposed ordinance requires a thorough review to ensure it provides a strong legal foundation for the sustainable management of the city's fisheries and aquatic resources.
At present, the final draft of the proposed Comprehensive Fisheries Ordinance is with the City Legal Office for further review. (JDO/SP)
