CITY Councilor Des Dahino expressed strong support for the resolution urging all public and private establishments in the city to present audio-visual materials on Anti–Online Sexual Abuse and Exploitation of Children (OSAEC).
The measure, sponsored by Councilor Jonjon Rodriguez and aligned with the observance of National Children’s Month, encourages the use of display platforms to raise public awareness and reinforce the city’s campaign against OSAEC.
“Awareness saves children,” Dahino said, emphasizing that the resolution goes beyond simply putting up visuals. She noted that it aims to instill vigilance across the city and remind Kagay-anons of their shared responsibility to protect children.
Dahino added that the dangers children face, especially in the digital world, require proactive measures and strong leadership, describing the resolution as a critical step toward strengthening child protection efforts. (SPE/SP)

IN its recent regular session presided over by Presiding Officer Pro Tempore Councilor Roger Abaday, the 21st City Council unanimously adopted the city’s Comprehensive Local Juvenile Intervention Plan.
The plan, endorsed by Resolution No. 5, Series of 2025, of the City Development Council, outlines institutional mechanisms and a monitoring framework to address the needs of children at risk and children in conflict with the law.
Councilor Des Dahino, chair of the committee on women and family relations, noted that the plan underwent a rigorous process to ensure alignment with national mandates. She added that a technical working group has been created to identify gaps and strengthen provisions for effective local implementation.
The plan formalizes coordination among key stakeholders—including the CSWD, the City Council for the Protection of Children, and barangay councils—to ensure unified interventions across the city.
It also reflects the commitment of the city mayor and the City Council to uphold juvenile rights and expand access to child-appropriate programs and services. (SPE/SP)
