Councilor Jing Y. Daba IV delivered his welcome message on behalf of City Mayor Rolando A. Uy during the kickoff orientation program for the hybrid-synchronized training of the Northern Mindanao Regional Athletic Association (NMRAA) delegation, held on April 19, 2026.
The activity gathered Region X’s newly appointed Dr. Ruth Fuentes, CESO IV, regional director of the Department of Education Region X, and Henry Oaminal.
Also present were Schools Division Superintendents, members of the DepEd family, teachers, coaches, parents, and student-athletes who will represent Northern Mindanao in upcoming competitions.

In his message, Daba conveyed Mayor Uy’s support for the delegation, emphasizing the importance of discipline, perseverance, and teamwork in achieving athletic excellence.
He underscored the city government’s continued commitment to youth development and grassroots sports programs, recognizing sports as a vital platform for nurturing talent and instilling values among the youth.
The councilor also acknowledged the dedication of mentors and organizers behind the training initiative, with special mention given to Dr. Angelo Roy Gazo, DepEd school’s division superintendent of Cagayan de Oro, for his contributions to the program’s successful rollout.
The hybrid-synchronized training program aims to enhance the readiness and performance of the NMRAA delegation by combining face-to-face and virtual coaching approaches.

Acting on the endorsement of the committee on health, the committee on public works, chaired by Councilor Al Legaspi Sr., convened to look into the status of the ongoing construction of the Mega Health Center in Macanhan, Barangay Carmen.

During the meeting, the Local Finance Committee reported that ₱16,451,734.35 has been disbursed to the previous contractor, Nurben Engineering and Building Contractor.
This amount covers the 15% mobilization fee, as authorized under the Government Procurement Reform Act, as well as payment for the first partial billing equivalent to 15% of the project’s accomplishment.
Providing updates on the project’s implementation, Engr. Edgar Patriana of the City Engineer’s Office, disclosed that a Show Cause Order has already been issued to the contractor, and that the office is currently awaiting the formal receipt of the termination order.
He further noted that preparations are underway for the engagement of a new contractor, with assurance that available funds remain sufficient to support the continuation and completion of the infrastructure project.
In response to the request of council members, Engr. Patriana committed to submitting a comprehensive status report, including a proposed timeline for project completion, to guide the committee’s oversight and ensure its implementation. (SPE/SP)
