MOA with DPWH for maintenance of FRIMP-CDOR facilities okayed
THROUGH an ordinance, the 20th City Council during its regular session presided over by City Vice Mayor Jocelyn B. Rodriguez authorized City Mayor Rolando A. Uy to enter into and sign the Memorandum of Agreement (MOA) with the Department of Public Works and Highways (DPWH) Unified Project Management Office-Flood Control Management Cluster (UPMO-FCMC). This covers the operation and maintenance of the structures and facilities under the Contract Package 2 Flood Risk Management for the Cagayan de Oro River (FRIMP-CDOR).
During the recent meeting of the committee on subdivision and landed estate, Councilor Edgar S. Cabanlas said the MOA is very urgent since the City Government will soon be opening the completed section of the Mega Dike constructed by the DPWH and Japan International Cooperation Agency (JICA) and this will be inaugurated by President Ferdinand Marcos.
“So, we need that MOA for the maintenance of the roads,” he said.
Under the MOA, UPMO-FCMC shall undertake the maintenance of FRIMP-CDOR structures and facilities based on the As-Built Plan of the Project throughout the one-year Defect Notification Period (DNP); and prepare and submit to the city a manual or guidelines for the operation and maintenance (O&M) of the associated structures and facilities of the project, among others.
For its part, the city government shall undertake the maintenance of FRIMP-CDOR Contract Package 2 associated structures and facilities and river area confined by FRIMP-CDOR Contract Package 2 by taking into consideration the proposed matrix of role demarcation, in coordination with UPMO-FCMC, as well as other relevant organizations.
City Hall shall also coordinate with the barangays of Puntod, Consolacion, 17, 15, 13, 10, and 7 for the maintenance and protection of the structures and encourage and initiate community self-help efforts among beneficiaries in the maintenance of the structures. The MOA was reviewed and endorsed by the committee on laws and rules chaired by Councilor Cabanlas.
