Lumbia council-set ordinance OK’d

The 21st City Council, presided over by Vice Mayor Bebot Rodriguez, declared operative Barangay Lumbia’s ordinance institutionalizing the numbering of barangay council “sets” after finding it consistent with existing laws.
A barangay council “set” refers to the sequential grouping of elected barangay officials serving within a specific term, primarily for record-keeping, historical documentation, and commemorative purposes.
The system does not alter official terms, powers, or structure but simply tracks the succession of councils over time.
According to the endorsement from the Office of the City Legal Office, the measure is considered valid, provided that it is interpreted as a tool for documenting the barangay’s institutional history.However, the CLO clarified that terms of office, tenure, and structural composition of barangay officials remain governed by national laws, particularly the Local Government Code and other relevant statutes.
As such, the barangay ordinance must not be construed as modifying or affecting these provisions, it added. (JDO/SP)
