Health committee to deliberate STI, HIV, and AIDS prevention ordinance

The City Council committee on health, nutrition, and health insurance, chaired by Councilor Paolo Nicolo Gaane, will meet today, July 18, 2025, to review a proposed ordinance that aims to institutionalize a comprehensive program addressing the prevention and control of sexually transmitted infections (STIs), including HIV and AIDS.
Named the “Comprehensive STI, HIV, and AIDS Prevention and Control Ordinance of Cagayan de Oro City,” the proposed local law outlines a coordinated, inclusive, and evidence-based response to the growing health challenge.
It also seeks to align local efforts with the objectives of Republic Act 11166, or the Philippine HIV and AIDS Policy Act of 2018.
Among the key provisions is the formation of the City STI, HIV, and AIDS Council (CAC), a multi-sectoral body tasked with leading the development, execution, and evaluation of the city’s health strategies.
The measure also proposes a ₱3 million annual allocation to support the program’s implementation, including education campaigns, diagnostic services, medical care, and capacity-building initiatives.
The ordinance places a strong emphasis on eliminating stigma, promoting gender sensitivity, protecting patient confidentiality, and ensuring access to treatment and support, especially for vulnerable communities.
It also outlines the responsibilities of barangays, schools, workplaces, and other institutions in promoting STI and HIV awareness through policies and peer-led interventions.
In response to the continued rise in HIV cases across the country, the ordinance seeks to strengthen the city’s public health framework and uphold the rights of individuals at risk or living with the virus. (JAO/SP)
