Emano urges constitutional review of proposed official invocation song

Councilor Yevonna Yacine B. Emano called for further committee-level deliberation on the proposal to recognize Datu Rodelio “Waway” Saway’s composition as the city’s official invocation song.
While appreciating the song’s message and the intention behind its creation, particularly noting that the City Mayor commissioned the same, Emano pointed out the need to carefully examine its implications, especially in relation to the constitutional guarantee of religious freedom.
The councilor also acknowledged that the prayer is commendable and highlights references to God, Allah, and Magbabaya.
However, she raised concerns about inclusivity, emphasizing that individuals who practice Buddhism, Daoism, Hinduism, and other faiths may also be present during city functions.
Emano stressed the importance of adhering to laws that prohibit measures imposing practices on individuals, particularly in a society characterized by diverse religions and beliefs.
Although she clarified that she does not oppose the proposal, Emano sought clearer guidelines on whether declaring the composition as “official” would effectively render its use mandatory for all local government units’ events.
“If it becomes official for the LGU, does it mean it will be required in every event? These are matters that should be clarified at the committee level so that we remain fair and avoid passing resolutions that could run counter to the Constitution,” she said.
Emano suggested that the song could instead be utilized during select events without necessarily institutionalizing it through a resolution, allowing the LGU to promote the composition while addressing concerns on inclusivity. (JAO/SP)
