Councilor Rodriguez backs proposed measure regulating ‘borabora’ mufflers

Councilor Jonjon Rodriguez supported the proposal of Councilor Roger Abaday to regulate the sale, manufacture, and installation of improvised mufflers, more commonly known as ‘borabora’.
Councilor Abaday, in his special report, described the modified mufflers as nuisance, citing disturbance to families and night-shift workers in the wee hours of the night.
He added there is an ongoing operation to confiscate and impound motorcycles fitted with bora-bora, but Abaday believes, it is not effective if the supply chain is unrestricted.
As chairperson of the committee on consumer protection, Rodriguez suggested involving the Department of Trade and Industry (DTI) in regulating the sale of mufflers.
He explained the agency has a system similar to helmet regulations, where authorized products carry official certification or stickers.
With the said ordinance, the problems on personnel deputization will finally be addressed, Rodriguez further pointed out, citing the tossing of responsibility between the Roads and Traffic Administration and the Philippine National Police.
The said proposed measure will be discussed further at the committee level. (JDO/SP)
