Council approves wastewater treatment plant donation
The 21st City Council, during its regular session on Monday, enacted an ordinance authorizing City Mayor Rolando A. Uy to sign the Deed of Acceptance with Hinode Sangyo Co., Ltd. for the donation of wastewater treatment plant equipment and accessories to be installed and used at the Cogon Public Market.
The installation of the treatment plant equipment as a demonstration facility for the advanced dispersible microbe system technology is seen to improve wastewater treatment and environmental management at the public market.
It is also expected to contribute to the improvement of public water bodies and support compliance with applicable wastewater regulations.
Mayor Uy, in his letter to the City Council, said the donation will help strengthen the city’s efforts to protect the environment, enhance public sanitation, and improve public market management.
The donation was formalized through a Deed of Donation signed on July 22, 2026, in Yokohama City, Japan.
It forms part of the Japan International Cooperation Agency (JICA) Official Development Assistance (ODA) project titled “SDGs Business Verification Survey with the Private Sector for Advanced Dispersible Microbe System in the Philippines.”
Under the provision of the deed, the City Government is required to ensure the proper installation, operation, maintenance, and safekeeping of the donated properties in accordance with Philippine laws, environmental regulations, and the terms and conditions of the donation.
It must likewise record the properties in the city’s books and property records in compliance with applicable accounting and auditing rules and regulations.
The ordinance further authorizes the City Economic Enterprises and Business Development Administration (CEEBDA), in coordination with the Cagayan de Oro Trade and Investment Promotions Center (Oro-TIPC) and other concerned city departments, to undertake the necessary measures related to the implementation of the donation.
The measure was certified as urgent by the City Mayor and subsequently approved by the members of the City Council. (JAO/SP)
