The measure is anchored on Resolution No. 2025-002, adopted by the Rotary Youth City Council Batch 2025 on November 28, 2025, and Resolution No. 15656-2026, approved on February 2, 2026. The proposed ordinance seeks to institutionalize youth and student representation in local education governance and decision-making.
