Tabac bats for amendment of noise ordinance

To address the growing number of noise-related complaints amid the city's rapid urbanization, Councilor Marlo Tabac pushed for the amendment of Section 614 of the city's Noise Regulation Ordinance.

Enacted in 1994, the ordinance regulates the operation of sound-producing devices such as karaoke, videoke, stereos, and similar equipment by prohibiting their use from 12:00 midnight to 5:00 a.m., unless the establishment is enclosed and adequately soundproofed.

Tabac noted that since the ordinance was enacted more than three decades ago, Cagayan de Oro has experienced significant urban growth, with residential communities increasingly located near commercial establishments.

As a result, the existing provisions no longer adequately address present-day concerns regarding excessive noise and its impact on nearby residents.

To strengthen the ordinance and better protect public welfare, Tabac proposed establishing maximum allowable noise levels, expanding the ordinance's coverage to residential areas, restricting the use of karaoke and other sound-producing devices from 10:00 p.m. to 5:00 a.m., except during authorized events or permitted activities, and requiring business establishments to install soundproofing measures.

The proposed amendments were referred to the committees on trade and commerce and on public safety and order for further deliberation. (JDO/SP)
