SP confirms CDO Diversity and Equality Commission
IN its Monday’s regular session, presided over by Vice Mayor Jocelyn B. Rodriguez, the 20th City Council adopted a resolution confirming the appointment of the members of the Cagayan de Oro Diversity and Equality Commission under Executive Order No. 385-2023 of the City Mayor, pursuant to Section 16 (C), Article IV of City Ordinance No. 13941-2020, otherwise known as the “Cagayan de Oro Diversity and Equality Ordinance”.
The commission or its subcommission is tasked to receive complaints concerning violation of Ordinance No. 13941-2020 and shall make a determination in a written resolution if such complaint is sufficient in form and in substance and its subject matter is within its competence.
It shall also notify the parties concerned and mediate or conciliate the parties’ differences or employ alternative modes of dispute resolution to the end that judicial, quasi-judicial, prosecutorial, and administrative action is avoided.
Upon failure to reconcile, it shall issue a Certificate to File Action and establish a case referral system for the proper adjudication of the complaints in more suitable forums.
Furthermore, it shall also work in close coordination with the Commission on Human Rights and other alleged agencies and may issue advisory or policy recommendations periodically to guide the public in the interpretation and implementation of the provisions contained in Ordinance No. 13941-2020.
The chairperson and members of the commission shall perform their duties as such without compensation or remuneration, however, members who are not government officials or employees shall be entitled to necessary traveling expenses and allowances chargeable to the gender and development fund subject to existing accounting and auditing rules and regulations, The Gavel learned.
The legislation was reviewed and endorsed by the Committee on Laws and Rules chaired by Councilor Edgar S. Cabanlas.
