Implementation of COLLAB devt programs in Oro seen

THE City Council headed by Vice Mayor Raineir Joaquin V. Uy authorized Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) on Technical Support Partnership and Date Sharing arrangement with the Action for Economic Reforms (AER).

The MOA covers the partnership of the parties in the implementation of the Coalescing Organizations Towards Locally Led Actions to Boost Development (COLLABDev) program.

The project aims to champion human-centered data-driven development in the Philippines by using data-informed and technology-enabled participatory decision-making to address issues in local development. It also envisions to harness the power of participatory systems design thinking in the utilization of data and technology for evidence-based solutions towards human development and work with the coalitions of local actors to implement data-driven initiatives in locally-identified priority areas.

The program is composed of four components that will enhance local governance and maintain the status of Cagayan de Oro as one of the most competitive Highly-Urbanized Cities in the country today. The components are Development Data Lab (DDL), Policy Development Lab (PDL) Data and Tech Alliance for Development (DATADev), and Policy and Research Institute for Development (PRIDE).

Under the MOA, AER shall provide technical assistance in these components and assist the city in the formulation of policies, projects, programs, and partnerships relevant to their identified priorities, among others.

For its part, the city shall integrate and utilize the activities, processes, and outputs of the partnership and provide the necessary counterpart, among others.
