Educom reviews executive leadership course for barangay officials

THE committee on education, chaired by Councilor Moreno "Jing" Daba IV, reviewed a proposed ordinance institutionalizing an executive leadership course for barangay officials to be offered by the City College of Cagayan de Oro (CCCDO).


The measure aims to strengthen the leadership, governance, and administrative capabilities of barangay officials by providing a structured executive education program.


The proposed ordinance further provides that completion of the program may, in the future, be considered as one of the qualifications for eligibility for certain city-funded incentives or advanced citations, as may be determined by the City Mayor.


During the deliberation, members and resource persons examined the provisions of the proposed ordinance.


Among the recommendations were the itemization of the program packages, identification of funding sources and appropriations, and the designation of qualified facilitators who will conduct the course.


The committee likewise suggested requiring the governing board of the City College of Cagayan de Oro to formally submit its position, comments, or recommendations on the proposed program.


To ensure broader stakeholder participation, the committee also proposed securing a resolution of support from the Liga ng mga Barangay, as well as conducting a series of consultations with the Department of the Interior and Local Government (DILG), officers and members of the Liga ng mga Barangay, and the Gender and Development (GAD) Office.


Considering the inputs and recommendations raised during the deliberation, the committee deferred the proposed ordinance to allow its proponents to incorporate the suggested revisions.

Another meeting shall be conducted once the final draft of the proposed ordinance has been submitted. (JAO/SP)
