Cugman seeks stricter rules on public conduct, nighttime activities

BARANGAY Cugman is seeking a tighter regulation on public conduct and nighttime activities through four proposed ordinances covering curfew for minors, the prohibition of shirtless roaming in public places, late-night karaoke, and drinking in public places.

The said barangay measures, namely: Ordinance Nos. 2026-003, 2026-004, 2026-002, and 2026-005, were included in the agenda of the committee meeting on barangay affairs chaired by Councilor Marlo Tabac. 

The measures impose corresponding penalties on violators and provide intervention measures for minors who violate the curfew ordinance.

Ordinance No. 2026-003 prohibits residents from going shirtless in public places, while Ordinance No. 2026-004 regulates the use of videoke machines and other amplified sound devices during nighttime hours.

Ordinance No. 2026-002 prohibits the consumption of alcoholic and intoxicating beverages in public areas, while Ordinance No. 2026-005 establishes curfew hours for minors.

The City Legal Office, represented by Jason Adaza, recommended revisions to the measures to clarify their provisions, define the proper scope of their jurisdiction, and ensure compliance with existing laws and local ordinances.

Atty. Jose Edgardo “Egay” Uy, head of the Regulatory Compliance Board (RCB), recommended adopting existing city ordinances, particularly those governing curfew hours, to strengthen city-wide implementation.

Tabac also directed Barangay Cugman to review existing city regulations when crafting the proposed measures, particularly those concerning curfew hours and public drinking, to ensure consistency with existing local policies.

“Especially sa implementation sa curfew hours, gwapo man kaayo ang atong city ordinance, plus naa pa ta’y parental responsibility code sa city na magamit pud nila”, Tabac said.

The committee ruled to refer back to the barangay the said ordinances for amendment, taking into consideration the suggestions of the resource persons. (PGU/SP)
