Councilor Rodriguez backs creation of own SP legal committee

To address the perennial delay in the review of legislative measures, Councilor Jonjon Rodriguez supported the proposal for the creation of an in-house legal section solely for the City Council.

This followed the special report of Councilor Roger Abaday during the 27th Regular Session where he explained that a Legislative Backstopping Committee under the chairmanship of the City Vice Mayor will ease the bureaucratic chokepoints in the City Legal Office.

The committee, Rodriguez explained, would initially review any proposed legislation by the Council before these are forwarded to the City Legal Office for final action in order to fast-track legislation.

He emphasized that the Local Government Code does not require all proposed legislative measures to be reviewed by the City Legal Office, stressing that its primary role is to provide legal guidance and support.

Vice Mayor Bebot Rodriguez shared the same sentiments, stating that a proposed ordinance for the creation of such a structure is already under study.

She added her office is currently awaiting the recommendation of the Civil Service Commission-Region 10 through Regional Director Noemi Rabe-Torres, on the proper structural guidelines on the matter. (JDO/SP)
