City Council confirms appointment of City College President

The City Council of Cagayan de Oro confirmed the appointment of Dr. Jestoni P. Babia as UC President III (College President III) of the City College of Cagayan de Oro.

This action follows the enactment of Ordinance No. 15167-2025 on July 28, 2025, which established the title of City College President III as functionally and administratively equivalent to University/College President II under the Department of Budget and Management (DBM) standards. The ordinance ensures that the position complies with regulatory requirements while strengthening the City College's leadership and administrative framework.

The confirmation of Dr. Babia’s appointment marks a vital step toward the college’s application for institutional recognition from the Commission on Higher Education (CHED) National Office. It signifies stability in governance, adherence to CHED policies and standards, and commitment to the sustained development and long-term institutional growth of the City College.

The legislation was reviewed and endorsed by the committee on education, chaired by Councilor Moreno Y. Daba IV, and the committee on laws and rules, chaired by Councilor Edgar S. Cabanlas. (JAO/SP)
