Bugo proposes uniforms, IDs for delivery personnel

BARANGAY Bugo is proposing an ordinance requiring delivery personnel and other service operators conducting transactions in the barangay to wear company-prescribed uniforms and visible identification cards.
Brgy. Ordinance No. 004-2026, proposed by Brgy. Kagawad Emilor J. Cabanos, was presented during the Committee Meeting on Barangay Affairs chaired by Councilor Marlo Tabac.
The proposed measure seeks to protect residents from what it describes as “fraudulent activities” and unauthorized individuals posing as delivery personnel, while helping ensure that only legitimate operators transact within Brgy. Bugo.
The proposed barangay ordinance covers delivery operators, whether company-employed or working independently, peddlers, LPG distributors, and appliance delivery services who are transacting within its locality.
It also provides for the issuance of renewable special business permits and clearances for operators who conduct specialized deliveries like LPGs, appliances, and “hilot services," a Filipino healing practice involving massage and body manipulation to relieve muscle pain and promote relaxation.
If approved, barangay officials and tanods would be deputized to enforce the ordinance. The ordinance also encourages residents to report violations. Brgy. Bugo would coordinate with the Philippine National Police (PNP) if cases involve impersonation, criminal activity, or threats.
The proposed penalties include a verbal warning for the first offense, a P500 fine for the second offense, and a P1,000 fine for the third offense. A third offense would also carry a permanent prohibition from conducting transactions in the barangay.
Councilor Tabac said he would refer the proposal to the City Legal Office for its legal opinion. (PGU/SP)
