Barangay comm tackles ordinance regulating grazing of animals

THE committee on barangay affairs, chaired by Councilor Marlo L. Tabac, recently deliberated on Barangay Besigan Ordinance No. 004-2026, entitled” “An Ordinance Regulating the Act of Grazing or Tethering (Panigway) of Animals in Areas Not Owned by the Animal Owner, and Imposing Penalties for Violations Thereof.”

The measure seeks to promote peace and order within the community by regulating the grazing or tethering of animals on properties not owned by their owners. It aims to uphold respect for private property rights, prevent disputes among residents, and ensure responsible animal ownership.

Under the barangay ordinance, the grazing or tethering of animals on another person's property without first obtaining the landowner's permission will be penalized.

During the committee meeting, representatives from the Office of the City Veterinarian expressed no objection to the the said barangay ordinance.

Meanwhile, the City Local Environment and Natural Resources Office (CLENRO) recommended the ordinance clearly identify areas covered by the prohibition, particularly along rivers, creeks, and other public waterways, to avoid ambiguity in its implementation.

The City Legal Office (CLO), on the other hand, raised concerns on provisions relating to animal rights, and recommended that the ordinance be returned to the barangay for revisions to ensure its provisions are consistent with existing laws and policies.

After considering the comments and recommendations of the concerned offices, the committee agreed that the barangay should revisit and refine the barangay ordinance before it is endorsed for further action. (JAO/SP)
