SP OKs MOA with Philheath for accreditation as ACA
THE 18th City Council during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy authorized City Mayor Oscar Moreno to enter into and sign the Collection and Remittance Agreement (MOA) with the Philippine Health Insurance Corporation (PhilHealth), governing the city’s accreditation as a PhilHealth Accredited Collecting Agent (ACA).
In his letter to the City Council, Mayor Oscar Moreno expressed his support to the initiative of the committee on health and sanitation and health insurance chaired by Councilor Maria Lourdes Gaane for the city government to act as PhilHealth’s accredited collecting agent.
The city mayor said that the agreement would generate additional revenues for the city and promote efficient PhilHealth program implementation.
The MOA provides that the city shall acknowledge the payment by validating the PhilHealth Agents Receipt (PAR), through machine validation and signature of the cashier, which shall be given to the payor and thereafter serve as the official receipt of payment.
However, in case of off-line status or branches without validating machines, the city shall indicate the payor’s name, PhilHealth Identificatin Number (PIN) or PhilHealth Employer Number (PEN), or PhilHealth Organized Group Number (POGN), member type, applicable period, date of payment, amount received and signature of the cashier in the PAR.
For its part, PhilHealth shall provide the necessary information materials for the Information Education and Communication (IEC) campaign of the city.
It shall also deliver the PAR and PhilHealth Premium Payment Slip (PPPS) to city prior to the actual implementation of the agreement and upon receipt of succeeding request and update the city on any changes/amendments to the applicable rules, regulations and policies concerning the agreement, among others.
The MOA was reviewed and endorsed by the committees on health, on ways and means and on laws and rules chaired by Councilors Gaane, George Goking and Ian Mark Nacaya, respectively. (JBD)
