Vice Mayor Bebot Rodriguez is pushing for the adoption of the E-Legis Reference System in the Sangguniang Panlungsod as part of her plan to modernize local legislation and strengthen transparency in governance.VM Bebot made the call during her active participation in the consultative meeting of the Vice Mayors’ League of the Philippines (VMLP) held this week in Pasay City, where she also serves as the League’s Interim Vice President for Mindanao.

The assembly, led by VMLP Interim National President Vice Mayor Maynard Francis Bumanglag of Pinili, Ilocos Norte, convened VMLP Provincial Presidents and officers from across the country to discuss key policy directions, legislative priorities, and innovations in local governance.A major topic of discussion was the E-Legis Reference System, a web-based platform developed by the VMLP in partnership with the University of the Philippines – National College of Public Administration and Governance (UP-NCPAG).

The system connects local legislative bodies nationwide, providing easy access to laws, ordinances, LGU profiles, and case studies to promote policy transparency and public participation.VM Bebot emphasized that integrating the E-Legis platform in Cagayan de Oro would help reduce redundancy and paperwork, accelerate decision-making, foster policy innovation, and advance the city’s digital transformation initiatives.

Aside from the E-Legis system, the meeting also tackled legislative actions related to the Seal of Good Local Governance (SGLG), Full Disclosure Policy (FDP), Anti-Drug Abuse Council (ADAC), Peace and Order Council (POC), Local Legislative Awards (LLA), and Lupon Tagapamayapa Incentive Awards (LTIA) of the Department of the Interior and Local Government (DILG). (JDO/SP)
