Ordinance on violation receipts up for review

THE committee on laws and rules, chaired by Councilor Edgar Cabanlas, will convene today to revisit Ordinance No. 12139-2011, which prescribes the issuance of Ordinance Violation Receipt (OVR) to offenders of city ordinances.
OVR refers to the citation tickets issued to persons caught violating local laws of the city as enumerated under Section 6 of the ordinance.
It serves as the formal notice to the offenders in their infraction and, if properly issued, shall be the prima facie evidence of the commission of the offense.
However, it excludes traffic violations, which fall under the jurisdiction of the city’s Roads and Traffic Administration and offenses covered by national laws or regulations outside the purview of local government units.
Invited are City Administrator Atty Roy Hilario Raagas, Cagayan de Oro City Police Office (COCPO) Director P/Col Salvador Radam and select department heads of the city government. (FDC/SP)
