COUNCILOR Yevonna Yacine B. Emano has expressed her full support for Councilor Agapito Eriberto G. Suan’s call to address the persistent issue of urban flooding in the city, particularly the area beneath the Flyover at the Macanhan-Zayas crossing in Barangay Carmen.
Emano recalled that the matter had earlier been raised by Councilor Edgar S. Cabanlas during the 101st regular session of the 20th City Council held on October 28, 2024.

In his report, Councilor Cabanlas cited flooding incidents not only in Barangay Carmen and other uptown areas but also in several barangays in District 2, including Pinikitan, Lapasan, JR Borja Extension, Camaman-an, Bugo, Puerto, and Cugman.
During the discussion, Councilor Emano stated that she had requested the Department of Public Works and Highways (DPWH) – Region 10 to provide a copy of the city's Comprehensive Drainage System and Comprehensive Drainage Plan, including its recommendations for mitigating urban flooding.
The request was granted, and copies of the documents were furnished to the City Council Secretariat.
With this development, Emano expressed hope that the DPWH-10 report will serve as a valuable reference in crafting effective and long-term solutions to the city’s flooding problem. (JAO/SP)
