Council oks revision of City College governing board

The 21st City Council, during its regular session on Monday, presided over by Vice Mayor Bebot Rodriguez, enacted an ordinance amending Ordinance No. 14564-2023, otherwise known as the Charter of the City College of Cagayan de Oro (CCCDO), as amended, by revising the composition of its governing board.

The amendment was enacted pursuant to Resolution No. 35, Series of 2025 of the CCCDO Governing Board and in compliance with Commission on Higher Education (CHED) Memorandum Order No. 18, Series of 2022.

In his letter to the City Council, City Mayor Rolando A. Uy emphasized that the measure was prompted by the findings of a July 2025 audit, which underscored the need to rationalize the number of Governing Board members and ensure conformity with Article III, Section 9 of CHED Memorandum Order No. 18, Series of 2022.

The audit findings noted that the current governing board composition is relatively larger compared to those of similar public higher education institutions in the region.

This has contributed to recurring difficulties in attaining quorum requirements, resulting in delays or the invalidation of critical policy and administrative decisions.

The findings further pointed out that an expanded board membership may reduce active participation among members, potentially affecting the efficiency and effectiveness of institutional governance.

The City Mayor likewise noted that while the composition of the CCCDO governing board had been amended previously through local legislation, further revisions were deemed necessary by CHED to streamline board operations and strengthen its capacity to perform its functions effectively and efficiently.

The amendment forms part of the city government's continuing efforts to promote sound governance, institutional accountability, and compliance with national higher education standards in the administration of the City College of Cagayan de Oro.

The legislation was sponsored by the committees on education and on laws and rules, respectively chaired by Councilors Moreno Y. Daba IV and Edgar S. Cabanlas. (JAO/SP)
