Brgy Bugo’s law on regulating ambulant vendors, ‘Tapat Ko-Linis Ko’ ordinance in the offing

THE Barangay Bugo ordinances regulating ambulant vendors and the “Tapat Ko, Linis Ko” amendments will soon take effect in their barangay.

This, after the 20th City Council, during its final regular session Monday, presided over by Presiding Officer Pro Tempore Councilor Romeo V. Calizo, enacted separate resolutions declaring as operative in part of the said barangay ordinances.
Upon approval of the ordinance regulating ambulant vendors who are not residence of the barangay to secure permit, it is recommended to remove the impoundment and confiscation of products, considering that the imposition of the same if beyond the power and authority of the barangay council to enact or approve.
On the other hand, the City Council approved the Bugo’s ordinance, which strictly requires all residential and commercial establishments to maintain the cleanliness and orderliness of their surroundings, including drainages and canals.
It likewise recommended to amend the penalties provision to conform with the provisions of Section 39 of the Local Government Code of 199, and to delete the phrase: “Imprisonment of not more than 30 days or both at the discretion of the court. The penalty of imprisonment shall not be applicable to sections 4 a and b, considering that the imposition of the same is beyond the power and authority of the barangay council to enact or approve.
The legislations were reviewed and endorsed by the committees on barangay affairs and on laws and rules chaired by Councilors Yan Lam Lim and Edgar S. Cabanlas, respectively.
