JOCELYN "Bebot" Rodriguez is a graduate of South City Central School and Lourdes College for her secondary education. She successfully completed her Nursing degree at Cebu Doctor’s College. Following the attainment of her license, she embarked on a professional journey in the United States of America, specializing as a psychiatric nurse.

In 2007, she was the first woman to be elected as Punong Barangay of Barangay Nazareth and served that position with a sterling record for 11 straight years until 2018. With a tough brand of leadership, compassionate service, and excellent administration, she gained the three-time “Sandugo National Award for Outstanding Local Government Executive Barangay Award” from the Department of the Interior and Local Government (DILG).

True to her campaign tagline as “Ang Probinsyana”, VM Bebot is the true embodiment of the genuine representative of the voiceless, those in the peripheries of the city’s development, those who are left behind, and the ordinary citizens desiring to be heard by the government.

In 2019, she was elected as City Councilor representing the Second District of Cagayan de Oro. As councilor, she fought for the release of social amelioration and the city’s calamity funds during the COVID-19 pandemic to help the Kagay-anons in need. 

To encourage vulnerable populations such as senior citizens to take vaccines against COVID-19, she donated her salary to purchase grocery packages for those who received the vaccine.

In 2022, she was elected as the City Vice Mayor of Cagayan de Oro winning a landslide victory of 178,162 votes. 

As the Presiding Officer of the 20th City Council, she has already proposed various ordinances bringing the advocacy of promoting Health, Education, Employment, and Development.

She was the principal author of CdeO’s first “Mental Health Ordinance” and the “Ordinance Institutionalizing the Barangay Mental Wellbeing Corners,” both aimed at addressing mental health concerns in the community, especially among Kagay-anon youth. 

Additionally, she authored the “Ordinance Mandating Free Annual Medical Check-ups and Laboratory Exams for All Residents of Cagayan de Oro” and the “Ordinance Creating the Cagayan de Oro Golden Justice Zone,” which strengthens the city’s efforts to protect children against online crimes.

In October 2023, she was elected as one of the Board Members of the Vice Mayors' League of the Philippines (Regional Chapter) and later as the Public Relations Officer (PRO) for Mindanao in the National Chapter. Currently, she serves as the Vice President for Mindanao of the league.

 

During her tenure, she was hailed as a history maker of the Civil Service Commission Region X, having been the first Vice Mayor in Northern Mindanao to receive the prestigious Dangal ng Bayan Regional Award in 2024 and the Pagasa Award in 2025.

She also earned two certificates from the National College of Public Administration and Governance (UP-NCPAG) of the University of the Philippines – Diliman: one in Local Public Policymaking and the other in Legislative Systems Management.

 
In the most recent midterm elections, she was re-elected Vice Mayor with a historic 243,080 votes—the highest in Cagayan de Oro’s local electoral history. 

 

Known for her fearless stance on key issues, she continues to ensure that the people’s voices are heard loud and clear in the halls of the City Council.

VM Bebot Rodriguez is married to Raynor T. Fulgencio and is a devoted mother to her twin sons, Angelo and Gabriel.

VM Bebot Rodriguez proposes ‘Golden Justice Zone’ ordinance to combat OSAEC

In a recent meeting of the City Council Committee on Social Services, Vice Mayor Bebot Rodriguez presented her proposed ordinance, titled the “Golden Justice Zone Ordinance,” which seeks to establish a designated Golden Justice Zone in Cagayan de Oro, allocating funds to bolster city’s defense against online sexual abuse and exploitation of children (OSAEC).

“We cannot afford to let history repeat itself,” the lady vice mayor declared, referencing a tragic case involving a foreign national who committed grievous crimes against minors in the city.

Emphasizing the need for a decisive and collective response, she stressed that her proposal is a proactive step to ensure that the city’s justice system is equipped to counter the escalating threat of online child exploitation.
